Ghassan Bilal served as a senior officer within the Syrian Arab Army’s elite 4th Armored Division, acting as the right-hand man and chief enforcer for Maher al-Assad, the dictator’s brother. As head of the division’s Security Office, Bilal wielded extensive authority over intelligence coordination, internal security, and field operations, especially in high-profile crackdowns on dissenting cities and towns. His role positioned him at the heart of some of the Syrian regime’s most violent and repressive military campaigns.

He commanded the 555th Regiment and headed the division’s Security Bureau, overseeing internal security operations, coordination with pro-regime militias, and enforcement of regime control in opposition-held areas. Bilal played a central role in the 2013 Eastern Ghouta chemical attack, which killed over 1,100 civilians, including women and children, marking him as a primary architect of one of the war’s most infamous atrocities. Beyond conventional and chemical warfare, Bilal has been deeply involved in the illegal Captagon trade, using it both as a source of revenue and a tool to blackmail political and military figures. His leadership has been associated with widespread bombardments, forced displacement, and coordination with Iranian-backed militias and Hezbollah fighters, contributing to patterns of unlawful killings, destruction, and collective punishment.
