Profile

Mohammed Nasif Kheirbek was a powerful Syrian intelligence chief and longtime enforcer for both Hafez al-Assad and Bashar al-Assad. As one of the most trusted figures within Syria’s brutal security apparatus, he played a central role in establishing and maintaining the regime’s vast network of surveillance, repression, and political control. 

For decades, Nasif was instrumental in orchestrating the detention, torture, and silencing of political dissidents, particularly during the early years of the Syrian uprising. While not directly linked to battlefield atrocities like mass killings or displacement, Nasif was instrumental in maintaining the oppressive security state that enabled such crimes. His influence helped shape the brutal response to dissent that escalated into war. He was nicknamed “the Godfather” of the Syrian-Iranian military alliance under the Assad regime. A key architect of the state’s intelligence and counterintelligence operations, he coordinated closely with Iranian and Hezbollah officials to maintain regime stability and suppress opposition movements. Though largely operating behind the scenes, his influence extended across the mukhabarat (intelligence services), and his reputation for ruthlessness earned him the nickname “the regime’s shadow.”

In May 2011, Nasif was sanctioned by the European Union for the use of violence against protesters participating in the Syrian War. Until his death in 2015, Nasif remained one of the regime’s most feared and protected figures, avoiding any form of public accountability. Leaked intelligence documents have since revealed his involvement in extrajudicial killings, mass detentions, and coordination of regional proxy forces used to crush civilian resistance.

Following the fall of the Assad regime, international investigators began compiling evidence implicating Nasif in widespread human rights abuses, including the use of torture, enforced disappearances, and systemic repression. Though he died before facing trial, his legacy remains deeply tied to the darkest functions of Assad’s authoritarian state.
