Profile

Jamil al-Hassan was the long-serving head of Syria’s Air Force Intelligence Directorate, one of the regime’s most notorious security agencies. Known for his ruthless efficiency and loyalty to Bashar al-Assad, al-Hassan oversaw a vast network of detention centers and interrogation facilities where torture, extrajudicial killings, and enforced disappearances were routine. During the 2011 uprising and subsequent war, he coordinated nationwide crackdowns on civilians, opposition activists, and defectors, directly enabling mass repression and collective punishment campaigns in cities like Homs, Aleppo, and Damascus.

 

Al-Hassan played a central role in the integration and coordination of Syrian forces with Iranian-backed militias and Russian operatives, enhancing the regime’s ability to carry out scorched-earth tactics and urban sieges. He publicly defended the use of extreme force, framing the eradication of dissent as necessary to preserve state stability.

 

Significantly, al-Hassan was implicated in the case of Layla Shweikani, a 26-year-old American aid worker detained at the Mezzeh Military Airport detention center. Evidence and U.S. indictments allege that under his supervision, Shweikani was tortured and ultimately killed, highlighting his direct responsibility for atrocities committed against civilians, including foreign nationals. The Syrian Emergency Task Force (SETF) played a critical role in documenting the case, collecting testimony from survivors and witnesses, coordinating with U.S. authorities, and providing essential evidence that contributed to federal investigations and indictments against al-Hassan.
