Congress Opens a Window for Syria: ‘Legislation to Repeal “Caesar” Included in Defense Budget

WASHINGTON, D.C. – The Syrian Emergency Task Force (SETF) proudly announces that a bill to repeal the Caesar Syria Civilian Protection Act has been officially included as an amendment (Section 5259) in the draft U.S. Department of Defense budget for Fiscal Year 2026—a step aimed at accelerating its passage through Congress.

 

This inclusion is a key strategic move, following the same method used to pass the original Caesar Act in 2019, which was also attached to the defense budget at the time.

 

SETF thanks Congressman Joe Wilson (R-SC) for his leadership and sponsorship of this effort and expresses deep appreciation to the bipartisan members of Congress who responded to the call and adopted the bill, as Syria strives to emerge from authoritarianism and begin national recovery.

 

Section 5259 still requires broad support in Congress, especially from the House Armed Services Committee. SETF urges all committee members to support the provision and help pass the bill—so Syria can have the opportunity to rebuild after decades of repression and sanctions.
