Rapp is a Senior Fellow at the United States Holocaust Memorial Museum’s Center for Prevention of Genocide\, and at Oxford University’s Center for Law\, Ethics and Armed Conflict. During 2017-2018\, he was the Father Robert Drinan Visiting Professor for Human Rights at Georgetown University. He serves as Chair of the Commission for International Justice and Accountability (CIJA)\, a Senior Peace Fellow of the Public International Law and Policy Group\, and on the boards of Physicians for Human Rights\, the Syrian Emergency Task Force\, the IBA Human Rights Institute\, the ABA Rule of Law Initiative\, the Siracusa International Institute for Criminal Justice and Human Rights\, Guernica 37\, and the Center for International Law and Policy in Africa (CILPA). \nDr. Daniel Edquist-Whelan\, Professor of Politics at Hendrix\, will serve as a moderator for the talk. \nRapp’s appearance is underwritten\, in part\, by the W.C. DESCRIPTION:PSIA is honored to host the first-ever exhibition of the Caesar photos in France: Inside Syrian Regime’s Prisons (27 to 31 March) and organize a panel discussion on Documenting Terror in Syria: What is the Impact of Photos? (29 March) \nDocumenting Terror in Syria: What is the Impact of Photos?\nWednesday 29 March\, 5:00 to 7:00 pm \nAmphi Chapsal\, 27 rue Saint-Guillaume \n\nRegistration for internal guests\nRegistration for external guests\n\nPrisons have played a key role in maintaining the al-Assad regime in Syria. Since 2011\, it is estimated that over 200 000 people have suffered arbitrary detention and experienced torture in these prisons\, resulting in tens of thousands of extrajudiciary executions. \nIn 2014\, a former official photographer and anonymous defector “Caesar” leaked some 55 000 pictures\, which have been of crucial importance to fight a culture of impunity. These photos were shown to the United Nations Security Council with the objective of prosecuting the Syrian regime for crimes against humanity. \nThis roundtable will reflect on the power of images and their role in fighting for justice in Syria and beyond. Based on their experience as human rights defenders and legal experts\, the speakers will discuss the impact of images in shaping public\, judicial and political discourses in times of conflict. When he noticed that Syrian civilians were being tortured and killed\, he began to amass photographic evidence of such atrocities. Between 2011 and 2013\, Caesar collected more than 55\,000 photos\, which were exfiltrated from Syria. DESCRIPTION:Twelve years after the start of the Syrian crisis\, civilians continue to suffer mass atrocities. Areas of the country remain under attack by the Syrian government and its allies\, and more than 100\,000 people have been detained or disappeared. The devastating earthquake of early February struck people in Syria and Turkey who had previously fled mass atrocities. In the case of northwest Syria\, the impact and aftermath of the earthquake placed an incredible burden on civil society actors to scramble to the rescue—the same groups who for years have rescued victims of mass atrocities. \nJoin the Museum’s Simon-Skjodt Center for the Prevention of Genocide for a conversation with Syrian civil society leaders who are spearheading the charge to protect civilians and hold perpetrators of mass atrocities accountable. Mazen\, a former detainee\, and survivor of torture in Syria was a beacon of hope and resilience in the face of unspeakable atrocities committed by the Assad regime. \nThrough his unprecedented activism\, Mazen managed to share the stories of countless individuals who suffered at the hands of the regime and its Russian and Iranian allies\, uncovering the horrific crimes that often go unseen and unheard.\nIn 2017\, Mazen worked with Ambassador Stephen Rapp alongside Afshar Films on the powerful documentary “Syria’s Disappeared.” The 50-minute film tells the story of tens of thousands of individuals who were forcibly disappeared into a network of secret detention centers and it serves as a powerful reminder of the ongoing struggle for justice and democracy in Syria. \nThe Syrian Emergency Task Force would like to invite you to join us for a virtual screening of “Syria’s Disappeared” on Wednesday\, February 22nd at 5:00 pm EST. SUMMARY:Panel: The Caesar File & Road to Justice in Syria
DESCRIPTION:About this event \nThe Syrian Emergency Task Force (SETF)\, in partnership with the University of Arkansas in Little Rock (UALR)\, is hosting a three-day Caesar exhibit from September 21 to 23\, 2022\, on documented human rights atrocities and mass graves in Syria. \nThe Caesar Exhibit is a traveling exhibit that showcases 30 photographs of the 55\,000 smuggled out of Syria by a former Syrian military photographer\, pseudonym “Caesar\,” documenting the brutal torture of thousands of men\, women\, and children by the Assad regime inside its prisons. Caesar’s photos constitute first-hand documentation of the scale and brutality of the atrocities perpetrated by the Assad regime. They have been verified by the FBI’s International Human Rights Unit (IHRU). DESCRIPTION:Thank you to everyone who attended SETF’s event in Congress marking the 11th Anniversary of the Syrian Revolution. If you were not able to watch\, a recording of the event can be found below.  \n“Freedom for the Forgotten” \n\n\n\n\n\nThis year marks the eleventh anniversary since the beginning of the Syrian revolution. Over the past 11 years\, the Syrian government and its enablers have committed some of the worst crimes of the 21st century. More than 13 million Syrians have been displaced\, at least 580\,000 have been killed and\, by conservative estimates\, over 130\,000 have been arbitrarily detained or disappeared. \n At a time when some contemplate normalizing relations with this criminal regime\, the aim of this event is to remind policymakers\, journalists\, and others of the ongoing mass atrocities in Syria\, generate a clear path forward to relieve the suffering of the Syrian people\, and bring awareness of their plight. \nSpeakers include the leaders of the House Foreign Affairs Committee and the Senate Foreign Relations Committee\, the co-chairs of the Syria Caucus\, Ambassador Stephen Rapp\, Holocaust survivor Al Münzer\, and Holocaust Museum leadership\, as well as a letter from the “Gravedigger” – a witness to mass graves in Syria from 2011–2017. Additionally\, survivors of detention centers in Syria will share their stories.
